Ask seller for the password or contact nearest Icom service centre.

Using the importer is an option but the cost is usually prohibitive. Can you read the radio, not clone it? You need to find out if both radios are a match. Its likely one will read and the other is locked, but you might be able to read the locked one. If one is unlocked (as in they're the same model but not a pair), then with time and something like a cheap sdr dongle, find the frequencies in the locked one and put those in the unlocked one.

Just to comment to this icom passwords are a real nightmare and won't allow you to just reprogram over them sadly , sometimes it can be something simple like the end of the serial number but mostly they are setup with the users own made passwords .
Either way its six digits so try six zeros or 123456 for starters other than that there is dealer mode which might get you past it but personally on my radios i didn't have much success.
The other thing i found is most newer computers don't program them well so use an old windows xp machine if you can otherwise you get the clone ng error pop up .
you can try reading the ram while starting the radio with hex editor and if your lucky it will show up but again its all hit and miss .
