PMR Numbers Station?

The title is very tongue-in-cheek. I'm sure our foes aren't reading secret code out on PMR446.
Close to Sainsbury's , Harrogate, I heard an automated female voice on ch1 reading out sequences of numbers terminated by a beep. The voice was using the airband convention of "niner" for 9.
Has anyone come upon this sort of thing before?
