As this thread is in the Licenced (Commercial and Imported Transceivers) section, then I assume your interest in not having anyone intercept your transmissions is a commercial one. In that case, just use a suitable licenced / lightly licenced frequency on UHF or VHF as takes your fancy, use DMR and enable encryption.

Those sattelite transponders are NOT unused ! theyre just largely unused for voice except bar Brazilian pirates:

One youtuber describes them as abandoned and the world assumes thats the case - it isnt
