Its a single frequency. If you can't hear the other half, it's becasue they are out of range of you, or something (as simple as a wall) is getting in the way. It's a common frequency used by a lot of shops and factories. Woolworths, Tesco and Morrisons especially. The radio's can have 3 channnels on them, the others being 449.400 and 449.475.

Speaking as someone who once did retail security, I hope you don't jeopardise the well being of staff or security using that or any other frequency. In saying that, when I used to be a steward at sporting events, I did have the occasional off to another channel moment and natter to another bunch of stewards nearby, and have a bit of an anonymous laugh with them. I always had in mind that should an emergency arise, it was their main means of communication.
